I have a 89 with a 1jz and the fuel gauge not working and can't find a replacement level unit. Anyone know the resistance in the unit so I can see if its bad?

So I went through every thing the gauge it self works, the sender works, and the wires have continuity. But when I go from (h1)3-4 with a test light nothing, when I disconnect the h1 plug the gauge doesn't move. I think it's a ground some where? Any ideas?
With the level sender connector unplugged and key on you should have battery voltage on the blue/red wire and ground on the brown. Make sure you have this.
