I ran that turbo on my last 89 and was very happy with it after having it rebuilt. But now days it is old technology. Take a look at the BOSS turbos they also bolt right up to the OEM manifold & DP and you have more options.
spends on how much you can buy it for. If it is the list price, noooooo! If you can get it for about 50% off that or less, then it is an option.

Boss turbos are just a turbo,but they utilize all the existing equipment so in essence you dont need a full kit. Take off old puny stock turbo, replace with T04E. Simple as that.
Boost is irrelevant, how much power do u want to make?Do you have the supporting mods to take advantage of the increased flow of the bigger turbo?

not yet i haven't started building yet but i want to know the most info i can before i start and i want my car to run any where in the 11 second bracket in the quarter
Dont get me wrong the TD-06 is a great turbo, it is one of the largest you can run on the TCCS. But for $3500 list price on them there is several other options out there for that price.
You might be able to find a used one but make sure you get the adaptor with is also, and check to see if it needs rebuilt. The TD-06 I owned I bought (back in 1999) for $800 used, and cost another 350 to have it rebuilt
