Looks to be old school and/or meant for aircraft. I know my Rajay is.

Garrett owns Kelly which owns AiResearch. I dont know the specific hierarchy, but yes thats a Garrett turbo

Been looking at some T4 manifolds and was wondering howcome some of them have seperated flange on them??

Twin scroll/twin entry design. The factory manifold is split like this two, as is probably every turbo car's since the 80s or so. The idea is to get even pulses from the engine and spool the turbo quicker.

Im thinking without a comp map or at least the diamater of the wheels that would be impossible to answer accurately.

Speculation based on inadequate data doesnt seem like useful information to me. Get some calipers, take the turbo apart, and measure the wheels. I would think you would want to know that information one way or another if you plan to run that turbo.
