fuel rail bolt?

what is the bolt, on the outside of the fuel rail, just below the isc?
what is suppose to be attached there?
anyone have pics?
also; is there any problem with having the fuel rail spacers upside down (black side down)?

If it's the 6mm tapped hole it's for a bracket/clamp to hold the return line I think, The spacers are designed to help prevent heat transfer into the rail so need to be the right way up.
