Fuel cut / Ignition cut?

I was reading in the FAQ's somewhere about power upgrades to the 7m and how you eventually hit fuel cut. Somewhere (i believe on supraforums) it was mentioned that the ecu is not really cutting fuel when you hit "fuel cut", butis cutting the spark. Is this true?
If it is, could there be a way to use that to make a poor man's 2-step rev limiter?
Just curious. sorry if it's a noob question, but i have been searching on both forums for a while now and can't find anything else about fuel/ignition cut.

thats basicly all i wanted to know right there. I had read somewhere else that it cut ignition, but i kind of doubted that as no other manufacturer that i know of uses that method of rev limiting (for emissions / catalytic converter life issues im sure)
