While replacing the windshield washer reservoir on my (New to me) 1990 I found this ductaped to the inside of my passenger fender... where is the stock location or should I do away with the airbag all together and use my grant steering wheel????

It bolts to the sidewall straight above the wheel. It goes under the top piece where the fender bolts on. You need to remove the inner fender to access that area. That's probably why the PO taped it in place.
It is said that our air bags are probably too old to still be good. Just a few years ago, I actually disproved that theory in my 1990.
