The ball joint that the headlight motor/transmission turns may be making that sound. Popping it off and appling some grease could solve the noise,

The transmission or the motor may be going up, either way you may end up replacing the motor/transmission if it stops working completely. But I would eliminate the possibility of the noisy ball joint. Good luck!

They make noise, but not that loud and the headlight is obviously slower than the other one.

Are you missing the dust caps?

Poodles: if by dust caps you are referring to the ones that cover the manual operation of the headlights then yes. however I do not have the black covers that go around the headlight it self.

dudeman: yeah, all my friends lol whenever I open them up thats why i want to fix this so badly. I think I would laugh to if it didn't piss me off so much, lol.

What is this ball joint you are speaking of? ive never even looked at the headlights of my supra because i haven't had a problem with them for the almost 3 years that ive owned the car. is it internal and difficult to get to? by grease do you mean just all purpose grease or something special?
