Cracked Turbo Water Pipe - Weld It or New One?

It seems I cracked my #2 turbo water pipe near the flange during a HG job, and it's leaking like a sieve. Does anybody know if this can be welded, and if so what kind of weld would it require considering the heat?

Better yet, if anybody has this part off of an old stock turbo, I would be interested in hearing what you would like for it.
