Combination Meter/Major Problem

So my brake light, tail lamp light, battery light, check engine light and tail lamp light are on and the car won't start. Could the combination meter have something to do with this?

The car came to a stop while driving down the highway and the engine wold not start back up. I had my alternator checked and it was dead/putting out to much voltage. It took the computer out but I have replaced it and the alternator since. The fuses are good. I have spark on the #1 but have not checked the rest of them. If this helps the sparkplug valley had about 1/2 quart of oil in it. The wires still check good after cleaning. I will be checking the valve timing and pull the CPS to see if it is good. I also jumpered the fuel pump through the test connector and heard fuel going through the fuel rail. I have not done a pressure check yet. Any ideas even if they are out there would be helpful.
