Hum, that's really helpful. The fipk kit is carb legal and you even recieve a carb excempt sticker upon purchase.As for a cold air kit you can use the fipk front half and then you can do the "civic intake mod" off ebay.You get the 96 kit and use the piping and and hacksaw to shorten the bend and go from there. You wouldnt be able to get an el cheapo ebay intake, but you could get a nicer intake that does have carb exemption status and use it on your car. Or just cheap out and get an ebay unit and swap your stock components back in when you need to get inspected. It shouldnt take you any longer than 10-15 min to do so.
