Yes. I had the same problem with my '92 N/A after highly incompetent mechanics had their way with it. The ran the EGR vacuum lines to the CRUISE CONTROL, and put the EGR on permanent vacuum (always on).
If you think about it, having it open all the time and throwing code 71 makes perfect sense. The EGs need to be at a certain temperature to be recirculated, at which time the ECU will allow that. But if they recirculate on their own, the ECU gets kindof confused because the temperature is too low and it therefore did not request the recirculation.
Check the vaccum lines; you can't put them on in any old order. Even the two next to each are different, P and Q I believe.
