The clutch pedal does not come back up. Fill with fluid, pump clutch pedal, bleed line (get fluid coming out of the bleeder fine) and the pedal still does not come back up. Is the release cylinder shot or what?

In that case, there is a leak, either in the clutch slave or the master. Check for leaks on the slave by crawling under the car and watching while someone pumps the pedal, check for leaks on the master by crawling under the dash and checking if the firewall is wet.

If both of these are still the parts that shipped with the car, I'd honestly suggest just replacing both.

I just want to clearify something please, When you bleed the clutch, you are holding the pedal down, Then quickly open and shut the bleeder while the pressure is on., Then release the the pressure off the pedal. Now you have to *MANUALLY* pull the pedal back up. Pump it up a few times and repeat these steps while keeping an eye on the master fluid...

After all this, It still goes to the floor without disengaging the clutch properly and stays there?
