Cig Lighter help!

Okay so there is no blown fuse, I test lighted the plug on the harness that plugs into the lighter and I even checked the little plug that goes onto the lighter and they all have power but the lighter is still not working? I test lighted directly in there and no go? Could it be a ground problem and where is the ground?

I don't have the ash tray in but that owuldn't make that be a problem right?

I might try that. Does anybody know of a spray or such that you can use on the electrical circuits to clean them off? Sandpaper is hard to get into certain places I've come to find.
