Cam positioning

Ok I've been trying to figure out what's up wiht my timing because it never seems to stay perfect for more than two weeks. I was looking at the tsrm and it say the cam nose should be pointing up at TDC. Mine does not but the timing marks are lined up with the notches when I check this. Is this correct?
I think the nose sets a bit to the right.

thats correct.. if you read it carefully it says to look through the oil filler hole so that the cam nose is pointing up.. then advance it from there to TDC on the timing belt cover. If you do it this way you are certain that its on TDC on the correct revolution of the engine. Ask me how i know. It took me weeks to figure this out.
