CA Emissions numbers

Took the Supra into the smog shop for the biannual test this morning. It failed, so perhaps some of you may point me in the right direction. Here are the numbers:

15 MPH: %CO2: (13.9) | %O2: (1.2) | HC MAX(106) MEAS(177) | CO MAX(0.70) MEAS(0.59) | NO MAX(533) MEAS(3703)
25 MPH: %CO2: (14.1) | %O2: (0.9) | HC MAX(081) MEAS(103) | CO MAX(0.57) MEAS(0.62) | NO MAX(701) MEAS(3275)

The NO numbers seem insanely high. Recent changes in the engine set up were new NGK spark plugs and wires were installed on Sunday. Prior to this, no other engine performance changes were made since smogging the vehicle two years ago when a new catalytic converter was installed.

Two years ago, my numbers were:

15 MPH: %CO2: (13.9) | %O2: (1.0) | HC MAX(106) MEAS(090) | CO MAX(0.70) MEAS(0.08) | NO MAX(533) MEAS(507)
25 MPH: %CO2: (14.0) | %O2: (0.8) | HC MAX(081) MEAS(022) | CO MAX(0.57) MEAS(0.01) | NO MAX(701) MEAS(036)

On a side note, I have seen failures on the IM240 by cars that installed aftermarket cats. Typically modified factory hotrods. On the 4 gas sensor, all seemed relatively normal, yet all the numbers were a little high, especially HC.

As for the OP, you have been shown where to look....

Guesses on my part were that it was either the cat or EGR as well. It seems the catalytic converter was cheap, but not by price ($160). During this two year interval, I did have a few boost leaks pop in and out, and were fixed. I also installed a working/correct fan clutch (auto parts stores give you the N/A one...) as well as the fan shroud which had been missing for years. In 2008 I replaced the EGR as the old one was giving me code 71. I'll check this EGR as per TSRM.

It seems like the code for EGR is actually by thermistor, and not voltage drop on the actuator to open and close. Ford did that back then. The potentiometer voltage would show the valve open or closed. $160 is cheap for a catalytic converter. They have precious metals in them. Typical Toyota would come close to 4 bills.
