Is it metal or something else?

Looks just like something made its way into the pan during the build.

Well, hard to really tell. I assume it's stuck to a piece of masking tape to get some sort of scale to how big it is, so it's really pretty small. It appears to be metal, and from a cast part. Thinking maybe a piece of the block from somewhere?

Kinda hard to tell from one picture to be honest...

I suggest adding some kind of scale to the picture so people know how big this thing is- a tape measure would work pretty well I would think.

I agree it looks like a woodruff key, but the front 'hook' is throwing m off because woodruff keys don't usually have anything like that built-in.

no its not plastic it looks like tool steel, I just got home from driving on the sunny california coast all day it was so nice i took the top off. tomorrow ill rip the cover off the spare engine and see if it is indeed a timing pulley tooth.

not sure... not by any normal means... there is no direct path. that is just what comes directly to mind when looking at it too squared off to be accidental. are there any other gear like items accessible to the oil return path?

it would have to be on the return side and not the pressure side to be found in the pan

The more I look at it, the more I think it's completely foreign to the engine. Maybe a broken tool from when the engine was rebuilt.
