They don't turn on when you brake because they're already on? lol...

Checking the brake light switch would be a good place to start. Btw, your brake lights should be operable with the car off. It's illegal in California (and I believe all of the US) to have it any other way.

i think i confused you....the brake lights stay on when its plugged into the lamp failure box..when i unplug it...it turns off and the brake lights dont work...when i step on the brake....nothing happenes cause the lights are already on...i think there's a short or something...i cant find it...

As Jetjock said, check the brake light switch. It is under the dash attached to your brake pedal. When you press the pedal it closes the switch lighting the lights. After that check the relay for the brake lights.

key words here: "before i washed my car"

you have a short in the "lamp failure" box in the access panel below the driver's side tail light. disconnect it, pull it out, pop it apart, clean/dry it out, re-solder any corroded connections, and pop it back in.

you should be good to go.

also, find where the leak is that's letting water in. ;)
