BOV Flutter Sound

my old BOV made it all the time it wasn't under full boost when it fired and i drove it doing that for almost 50,000 miles so i don't think its bad for it but i haven't done a whole lot of research into it so i don't know for sure

This. Most of the time what you've described is compressor surge which over time can lead to shaft play and a very unhappy turbo.

My BOV (Bosch upgrade) makes the "flutter sound" if you're "inbetween" boost and vacuum.

It's always done that, and judging by lunatic's similar reply I'd say it's nothing to worry about.

yea i've heard about the compressor surge but many mkiv supras have a BOV that sound like that. So does that mean they're all getting that compressor surge?
