boosting issues

Im have a few issues after my rebuild. The 1st one is im not boosting for some reason. I have the turbo hooked up to the wastegate directly with no boost controller. The thing is when i drive it and try to boost in first and second nothing happends. I have a boost controller hooked up and the vac is showing about 22-24 in. That seems a little high since optimal is 18-21. Anyways as soon as boost should build it just stays at zero. I hear a faint blowoff from the bov but not very much. I checked the turbo and wheel spins freely. I tried testing the wastegate and when i put vaccuum into the wastegate nothing happends however when i tried compressed air the rod moved. Does this sound right? Atleast it tells me the rod isnt stuck. I also checked for boost leaks and found nothing. All clamps and couplers are on tight.

On a side not my vac lines are all ascrew. Well not so much but the two vsv nipples are capped, the two nipples on the throttle body are capped, i capped the evap line and running a vented gas cap, i deleted the bvsv since im no longer running egr and everything else is routed stock and/or capped off. So with all that said does anyone know what i should be checking or testing to see what my issue could be?

Btw im running a bolt on sp5857 turbo with an internal wastegate.

Applying vacuum to the wastegate actuator would do nothing as it's the PSI that moves it. If your WGA is moving properly but you're not building boost, I'd say your BOV/IC pipes is leaking.

There's no way to say you don't have a boost leak without doing a boost leak test by pressurizing your IC pipes.

Use my car for example, when I installed my new FMIC and all new t-bolt clamps and silicone couplings, everything appeared to be tight and non-leaking. When I hooked up the boost leak tester and applied simple 10 psi even though I'm running 16 psi, leaks were ALL over the place. I went back and readjusted all the clamps then pressurized to 30 psi, yes double my psi because I figure if it doesn't leak at 2x my desired psi it just won't leak.
