there's a rotor under my alternator, so its part of the whole belt system but when the car is on and especially while it is revving up that particular rotor seems to make a scraping noise and i messed w/ it and there is a lot of play, should it even be loose like that and if not where can i tighten it, i have no room to see anything, or could there be anything else to resolve it

sounds like you might be talking about the a/c belt tensioner pully. if it is, you can replace it easily for about $30
