I was wondering if the automatic 89+ Engine wiring harness can be used with the 89+ Manual ECU???

I did an auto to manual swap.

You can not use a Manual harness on a Auto. It does work the other way around.

I did this on a 88 n/a manual i had using a 89 n/a auto ecu.

I don't know about a Turbo... but I'm 99.9999999999% sure you can't.

my mint condition auto harness i'm saving has pulgs for a manual or auto tranny. i can't say for sure, but i'm pretty sure it will work. i think mine is out of a 91. the motor that it was off had round mounts. i wouldn't just go off my word though. i'm sure there is someone that has tried it.

You can use an auto ECU and harness and switch to a manual trans. I don't see any reason why you couldn't use an auto harness with a manual ECU as well. The only issues are cruise control wiring, clutch safety switch, and back up lights that I've run into. I did this with an auto ECU and the car seems to run fine. Still haven't configured the cruise wiring and back up lights yet.
