Are oil sensors handicrapped?

Alright, came up with a few issues with my car. It's an 89 MA70 with a JDM 2JZ-GTE w/ 7M-GTE oil pressure sender and a NA 2JZ-GTE rear sump oil pan. problem #1, low oil level light comes on when engine is running even though oil level is at top mark of dipstick. Problem #2 (pertains to problem #1), after the rear sump oil pan was put on, it took 7 quarts to get the oil level to the top mark on the dipstick. Is this normal? Problem #3, oil pressure gauge doesn't move down at all when car is on (ex. shows 30psi at idle, rev bumped to 3k and oil pressure jumps to 40psi, rev returned to idle and oil pressure gauge stays at 40psi. revs bumped to 4.5k and oil pressure gauge slowly maxes out and doesn't return to 30psi when engine sits back at idle again. stays maxed out for 5 seconds after key is removed, then dops down like its supposed to. would this be the gauge or the sending unit?

investigated it further today, did as the tsrm says to check the sending unit. didn't have the recommended size bulb to see the signal, but i did see a pulsing signal occasionally at idle and more or less solid when revved. tried running a wire straight from the sending unit to the gauge and it didn't read anything, turns out i had the wrong wire going to the gauge in the first place, but now that i have the right one it still doesn't work.
