Are my turbo oil seals bad?

If I hold the throttle at 3000prm for a few seconds and then let go, I get a light puff of light bluish white smoke of about 2-3 seconds. If I rev it out high, same thing but more white smoke and longer.

Other than that, I have no smoke at idle, no smoke starting in the morning or any other time.

How much oil does the engine consume every month?

It's not always the turbo chargers fault that oil gets by the seals... A plugged positive crankcase ventilation system causes high crank case pressures, which might force oil past the seals. You can check this by taking the PCV system hoses on the tops of the cam towers off to test the theory... oil vapor may escape while testing.

It's also possible to have a plugged oil drain line but I don't think I've ever seen that and it doesn't seem likely with your symptoms...
