I did search before asking this but it seems that it differs depending on studs/bolts/head gasket/mileage/time.

Okay well last year at this same time(December 2007) during my winter holidays I did the head gasket on my 89 Cressida with a 7MGE. I used ARP head bolts, Toyota OEM Headgasket, and I copper sprayed the gasket. Head was resurfaced, all seals done, and the block was just cleaned up. I torqued it to 75ft/lbs with ARP moly lube. I retorqued it after the first heat cycle and then again after 1000kms. Both times just cracking it loose and retorquing 1 bolt at a time.

Now it's 1 year and about 20 000kms later. I was wandering if I should retorque the head bolts again?

No need to re-torque now. You only need to perform a re-torque once, and that is after the first 5 or so heat cycles.
