Air Conditioning issues on my 91 auto mk3

Hi Guys,
Bought a 1991 Toyota supra turbo automatic about 3 months ago. Air condtioning was not working. So i took it a reputable shop that i've been using for about 3-4 years. They replaced
compressor
evap
expansion valve
air/dryer
converted to R134
the fan near the condensor comes on after about 30 minutes of driving, and the dual fans also come on.

My issue is i feel like the ac is not cold enough. Its barely enough to stop a sweat on a really hot day. The mechanics are at a loss, any suggestion on what else to check. They also thought the compressor was bad so they swapped it out again, and also the air/dryer was replaced again.

Also when they check the system it is full, after 7 days, therefore no apparent leaks..

I appreciate any help that can be offered.

Surely they took a pressure reading. And the electric fans should turn on almost right away. Unless it is really cold out and you are moving at highway speed.

On mine, the fans hardly ever came on, even when everything was bone stock (And the system still had R12 in it.) It was still a rare thing for the fans to come on after the R134 retrofit, the only time that I knew the fans to come on was in 40 deg C heat, stop and go traffic. (I pulled over to see what the noise was.) I later modified the system to turn the fans on more often.

Caveat: My car was NA at the time.

The high pressure switch closes at 220. If you are in Canada, you might not hit it as much. As noticed with your stop and go in warmer temps.
