As noted the head is identical, with the exception of the intake cam.
The block has some different oil passages drilled for oil squirters and for the turbo oil feed and the like.
GE pistons are 9.2:1 compression, GTE pistons are 8.4:1
The 7M block has 3 bosses for knock sensors. The GTE has the front and rear tapped for knock sensors. The GE block has the center one tapped.
Of course the engine management is completely different and accessories are different.
