In my opinion Loosening flapper will make it running richer. Try to imagine example this: you runnig on highway steady speed at 5000rpm.lets say that flapper is about 40% open. Now when you loosen that spring the flapper will be more open at that same situation(driving steady 5000rpms) lets say...
