For Georgia it's simply a "Firearms License". Once you have one here, you can carry either way. Signs stating "no firearms allowed" have no legal weight here, and the only restrictions are government buildings, bars and a few other places.

It's going to be a wiring issue. A headlight is a VERY simple circuit. One ground, two leads for the beams, one high, one low.
Due to the moving nature of the pop up headlights, the wiring on these tends to get jacked up.
Get out a volt meter and start tracing wiring.
