The secondary Ox sensor goes in a bung on the downpipe (non-turbo only). Everything else is the same as on federal cars. Your best bet is to swap in a non Calif ECU. Uses the same ECU connectors and is plug and play.

I suspect running means moving. My ABS has never given me any trouble so I really don't know how it behaves when there is a code present. Do you hear the self-test hiss when the car starts moving for the first time?

I think the diag light is working correctly if it only blinks when stopped. The TSRM says:

Well, the dumb answer would be that the "check" connector on the actuator is unplugged. That is the only way I know to get it to flash codes, assuming you do not have a supermonitor.

Congrats. In my experience, the simplest way to get the starter on is to remove the alternator and run a 3foot extension from the front of the engine to the starter bolts. Also,for 91/92 the starter is threaded, so that is another way to simplify the install.

Just remember that in mode 3 0V can indicate an open loop condition due to an issue with fuel control. You need to verify O2 cross counting using either mode 1 or by directly measuring O2 sensor voltage.
