Not exactly sure what it controls, but the noise filter always plugs in right next to the ignitor on a turbo model or the coil pack on an n/a. they are on both turbo and non turbo. The part that gets bolted down gets bolted down by one of the bolts that holds the ignitor bracket down...

Topped out my old 91 N/A 5 Speed at either 134 or 143 can't remember which and don't remember the rpms I was at. My mods were catback exhaust with test pipe and intake.
Normally that hole will let you know but in rare occurences the gasket in between the water pump and lower timing back plate could be leaking. If those check out alright check the numerous number of coolant hoses located on the front of the engine.
